Captain Keane currently serves as the Commanding Officer of the U.S. Coast Guard Research and Development Center in New London, Connecticut, where he leads execution of the Coast Guard’s research and development efforts.

Prior to reporting to the Research and Development Center, Captain Keane served as the Surface Forces Logistics Center, Medium Endurance Cutter Product Line Manager, where he was responsible for Depot Level Maintenance, Repair, and Logistics support for all 28 of the Coast Guard’s Medium Endurance Cutters.

Prior to his assignment as Product Line Manager, he served as the supervisor for the Structural Enhancement Dry-dock Availability Resident Inspection Office (SEDA RIO), where he led a 17-person staff during a two-year, $80M project to correct structural fatigue issues on the Coast Guard’s first two National Security Cutters, CGC BERTHOLF and CGC WAESCHE. Under his guidance, the SEDA RIO earned the 2018 Lucas Plaque (ashore) for outstanding Naval Engineering Unit.

Previous assignments include afloat tours as Student Engineer on CGC JARVIS (WHEC-725), Engineer Officer on CGC MIDGETT (WHEC-726), and pre- commissioning Engineer Officer and plank owner on CGC JAMES (WMSL-754). Previous staff assignments include Executive Officer of the Response Boat – Medium Project Resident Office, in Kent, WA; WHEC Type Desk Manager and later Patrol Boat Section Chief at Maintenance and Logistics Command, Pacific; and Port Engineer at Naval Engineering Support Unit, Honolulu.

Captain Keane, a native of East Longmeadow, MA, graduated from the United States Coast Guard Academy in 1999 where he earned a Bachelor of Science degree in Mechanical Engineering. He also holds Master of Science degrees in Quality Systems Management from the National Graduate School and Mechanical Engineering from the University of Idaho.

Captain Keane’s military awards include two Meritorious Service Medals, four Coast Guard Commendation Medals, the Coast Guard Achievement Medal, as well as several unit awards. He is married to the former Tiffany Hall of Charleston, SC and they have three children, Braeden (19), Danica (13) and Grace (12).
